Starbuck has a brain injury and a seizure disorder. He did not have his medication with him when he went missing. 

He was last seen wearing a gray shirt, jeans, brown shoes and a gray baseball cap. He has an eagle tattooed on his left forearm. 

At the time of his disappearance, police said Starbuck preferred to travel on foot or by bus, and might be in the area of 4100 South and State Street in Salt Lake City.
